Groundbreaking ceremony ushers in needed renovations for Cleveland Manor

MIDLAND – An affordable senior living center is receiving some much-needed upgrades over the next 18 months.

On Tuesday, community members, donors and the administrators of Cleveland Manor Apartments met at the complex to celebrate the groundbreaking of a renovation project.  

Cleveland Manor, located at 2200 Cleveland Ave., started in the 1960s as a nonprofit, with the Alden B. Dow-designed building completed in 1980, said Cleveland Manor Executive Director Trudy Laufer. The apartment complex offers affordable housing for older adults and people with disabilities.

The building is structurally sound, but Laufer said the renovation is necessary to improve the 50-year-old structure’s plumbing, electrical, sewer lines and water heaters. Additional apartment improvements will also include remodeled kitchens and bathrooms, new vinyl flooring and carpets and new walk-in showers.

The project will cost about $4.4 million.

“It is a full modernization and upgrade to the building to make sure that it continues for the next 30 to 50 years,” Laufer said.

More than 100 people met in the Cleveland Manor courtyard, where a podium and a mound of dirt sat with shovels gleaming in the bright, mid-day sun. The Midland Business Alliance was present at the event, with president and CEO Tony Stamas giving opening remarks.

Mary Laffey, president of the Cleveland Manor board, said she is grateful for the Midland community’s support.

“We are so fortunate to live in such a giving community; one that cares for all people,” Laffey said. “We are deeply grateful for each of you.”

City of Midland Community Development Planner Grant Murschel spoke about the need for affordable housing in the community. He referenced a housing study conducted in 2018 that indicated a need for more affordable housing.

“To be able to see an investment like this take place in our community to ensure this facility for the next 50 years is very exciting,” Murschel said.

Laufer said she expects the project to be completed in 18 months, with current residents at Cleveland Manor being temporarily relocated for four weeks when their apartments are renovated.

Donors to the project include the Herbert H. & Grace A. Dow Foundation ($1.2 million), Rollin M. Gerstacker Foundation ($800,000) Charles J. Gerstacker Foundation ($500,000) and Cleveland Manor, Inc.  ($400,000).

About $1 million of funding still needed, with Laufer looking for more donations and loan opportunities.
